Sheila Ragar works as a code enforcement officer for the city of Sioux City, Iowa. In that capacity, Ragar ordered the flower garden of a master gardener to be destroyed, resulting in tens of thousands of dollars in damage.

Sheila Ragar appears to be married to Carl Ragar, a Sioux City police officer who is listed in Donald Trump’s Iowa Faith Leader Coalition as a deacon.
